Spangmik has a PWD guesthouse, now leased out to a private entrepeneur

Getting a room shouldn't be a problem unless its peak season, though they charge around Rs. 1200 for rooms and Rs. 800 for tents.

as much as i knew those were the camping grounds, and the permanent structure belongs to the localities.

I think they had solar powered lights, not 100% sure about it though.
