With all this Jammu issue ( tell them to shut up, we have all the right to allocate a care taker of a piece of indian land in India) and rainy season in mind, is it a safe time to do the delhi - shimla - kinnaur - spiti - lahaul - leh - nubra - leh - pangong tso - manali - delhi circuit on a 100cc bike.

shimla - kinnaur - spiti. There is no certainty you'll find the roads open. Go straight to Manali. |

I agree with what Anup sir has said, first do Ladakh and if you feel you still have energy and time and route is open, do Spiti.

But J&K situation restricting me to go beyond leh.
I believe, for zanskar i need to go till kargil and then detour. I have around a month's time at my disposal. Family commitments will only increase in coming years. So wanted to do the full circuit. Is landslides & rain very frequent in spiti/lahaul during first week of september ? |

http://www.bcmtouring.com/travel-gui...vel-guide.html By the "full circuit" you mean covering and returning thru srinagar, it will be highly suicidal Its been raining cats and dogs continously for like 3 days here (chandigarh), but the situation might improve in the first week of september on the onset of Autumn, though land slides may well be on the cards.

There shouldn't be any problem with going to Kargil, so far haven't heard of any tensions there.
