I don't think procedure has changed. Yes, permit validity has reduced now to 7 days.

We didn't find any separate form for non-touristy places. So, its the application with signature of DC/ADC.

Moreover how difficult or easy it is to obtain permits? I mean are they like '"sarkaari daftars" in Delhi where "ghooskhori" is a common practice?

Very helpful and patient staff. It might take little time to complete the procedure depending on rush there. However, its easy.

Timings are from 10 am, however, works starts at 11.00 am onwards

Day 4 | June 16 | Khardung La - Return journey

Views were completely different, when we started back from Khardung La.

There was this pleasant mist all over and white mountains all around. We took many breaks and took lot of time even to reach South Pullu.

Day 4 | June 16 | Khardung La - Off road

Found this stretch on our way back from K-Top and could not resist the temptation for off-roading.

There were two trails going up in the mountains. To begin with, we chose none. Then we continued on first one and stopped at a location with good view of road down. Had the second meal of day at 3.30 PM from packed stuff from home.
