'Times of India' Has reported nothing today.
It seems to be a rumour started by Utrrakhand government officers on some news channels.
It also shows how much they want to remain in lime light of disaster news coverage, and collect some more money from poor for their greedy ends.

Earthquake tremors felt at 9.31 pm in Rudraprayag, Uttarakhand,measuring 3.2 on Richter scale. Earthquake in ukhimath 3.9. No casualties.

Suburban Train tracks are under water.

It is raining continuously here for the last three days and prediction is that it will continue for next two days. To add to problems, high tide of 4+m is predicted for today.

What does 4 meter plus tide means, is it not so normal thing to expect.

It is higher than the normal tidal height. The maximum has been more than 5 metres in Mumbai. If combined with heavy rains and flooding, it can complicate the situation further, although a high tide is beneficial for deeply laden ships coming in and going out of the harbour, as there is more water under the keel.k
