As per Tribune, Rohtang La will be closed officially on 15Nov for this season.

Yes it is possible. Infact very much possible. I am doing this circuit in my Santro for last 2 years and that to in Mid June, just after the roads are officially opened. No permit is required if you go from Srinagar and come from Manali. If you do it from Manali side then you need a permit.
