हिमाचल में सैलानियों के लिए भी प्रदेश की सीमाएं सोमवार से खोल दी गई हैं। सोमवार से बिना ई-पास लोग प्रवेश कर सकेंगे। राज्य आपदा प्रबंधन प्राधिकरण ने बाहरी राज्यों से हिमाचल में आने वाले सैलानियों को 48 घंटे पहले पंजीकरण करवाने और 72 घंटे पहले की निगेटिव करोना रिपोर्ट के आधार पर प्रवेश देने का फैसला लिया है। शुक्रवार शाम या शनिवार को पंजीकरण करवाने वाले सैलानियों के 48 घंटे सोमवार को पूरे हो जाएंगे। ऐसे में संभावित है कि सोमवार से प्रदेश में सैलानियों की आवाजाही शुरू हो सकती है। हिमाचल आने वाले सैलानियों की जांच के लिए सभी बॉर्डर एरिया पर संबंधित जिला प्रशासन के अधिकारियों की जिम्मेवारी सुनिश्चित की गई है। ये अधिकारी बाहरी राज्यों से आने वाले सैलानियों के दस्तावेजों को जांचेंगे। दस्तावेज सही पाए जाने के बाद ही सैलानियों को प्रदेश में प्रवेश दिया जाएगा। आईसीएमआर से पंजीकृत लैब से कोरोना की जांच में निगेटिव आने वालों को ही सरकार प्रदेश में आने की मंजूरी देगी। ई पास पोर्टल पर सैलानियों का पंजीकरण होने के बाद पर्यटन विभाग के अधिकारी प्रदेश में इनकी लगातार मॉनीटरिंग भी करेंगे। पर्यटकों को कम से कम पांच दिन की बुकिंग करानी होगी। प्रदेश के रेस्तरां और ढाबों में 60 फीसदी आक्यूपेंसी ही आने वाले दिनों में जारी रहेगी। इसको लेकर आने वाले दिनों में पर्यटन विभाग ही कोई बदलाव करने के लिए अधिकृत होगा। प्रदेश के निजी होटल मालिक अभी होटल खोलने के लिए तैयार नहीं है। कारोबारियों का मत है कि समर सीजन प्रदेश में समाप्त हो चुका है। बरसात के दौरान बहुत कम लोग प्रदेश में आते हैं। कोरोना संक्रमण के मामले भी लगातार बढ़ रहे हैं। ऐसे में सितंबर में होटलों को खोलने का फैसला लेना चाहिए। हिमाचल करीब सवा तीन महीने बाद दोबारा से पर्यटकों से गुलजार होने वाला है। सरकार के नए फैसले से पर्यटन उद्योग के पटरी पर आने की उम्मीद जगी है। सरकार ने निजी होटलियर्स से चर्चा और उन्हें विश्वास में लेने के बाद नई गाइडलाइन जारी की है। सरकार के इस फैसले से पर्यटन उद्योग से जुड़े प्रदेश के हजारों लोगों को बड़ी राहत मिली है। प्रदेश के इतिहास में पहली बार इस साल का समर सीजन पर्यटकों के बिना गुजरा है। मार्च के आखिरी सप्ताह से प्रदेश में पर्यटन गतिविधियां बंद पड़ी हैं।

सोलन. सोलन के चंबाघाट में फोरलेन के फ्लाईओवर निर्माण कार्य के कारण इन दिनों सड़क सिंगल हो गई है, इससे सेब सीजन में यहां ट्रैफिक जाम की समस्या पैदा होने की आशंका है। सेब सीजन में रोजाना करीब 1500 छोटी-बड़ी गाड़ियां यहाँ से अतिरिक्त चलती हैं। पिछले साल सेब सीजन के दौरान कुमारहट्‌टी में फ्लाईओवर के काम के कारण रोजाना कई किलोमीटर लंबा ट्रैफिक जाम लगता रहा जिसके कारण लोग घंटों यहां फंसे रहे। कुमारहट्‌टी में भी अभी काम पूरा नहीं हुआ है तो इस बार भी यहां भी वही स्थिति बन सकती है।
परवाणू-शिमला फोरलेन प्रोजेक्ट को तीन चरणों में बांटा गया है। इसके तहत दूसरे चरण में चंबाघाट से कैथलीघाट तक फोरलेन का निर्माण हो रहा है। इसमें चंबाघाट में 600 मीटर का फ्लाईओवर बन रहा है। इन दिनों रेलवे क्रॉसिंग के आगे शिमला की ओर इसका काम चल रहा है। यहां पिलरों के लिए खुदाई की गई है और ट्रैफिक के लिए काफी तंग सड़क रह गई है। यहां दो बड़ी गाड़ियां तो क्रॉस ही नहीं हो पाती।
सेब सीजन शुरू होने वाला है और जुलाई के आखिरी सप्ताह से यह रफ्तार पकड़ेगा और इस दौरान सड़क पर पिकअप और ट्रकों का रश बड़ जाएगा। अगस्त से सितंबर तक यहां से रोजाना करीब 1500छोटी-बड़ी गाड़ियां जाती हैं। बड़ी लोड गाड़ियाें का रश रहने से चंबाघाट की तंग सड़क जाम का कारण बन सकती है। कुमारहट्‌टी का फ्लाईओवर का काम अंतिम चरण में है,लेकिन पूरा नहीं हुआ है। इसके लिए 31 मार्च की डेडलाइन थी,लेकिन लॉकडाउन के कारण यह काम लटक गया। कंपनी का दावा है कि सेब सीजन से पहले यह काम पूरा हो जाएगा।
सोलन के चंबाघाट में फ्लाई ओवर का काम चल रहा है। सड़क तंग होने को लेकर निर्माता कंपनी को आवश्यक निर्देश दे दिए गए है। इस बारे में दो बार बैठक भी हो चुकी है ताकि सेब सीजन में किसी प्रकार ट्रैफिक न लगे। ऐसे ही निर्देश कुमारहट्‌टी फ्लाईओवर निर्माता कंपनी को भी दिए गए है। -रोहित राठौर, एसडीएम सोलन

Himachal govt hikes mininum bus fare by Rs 2, per km rates by 25%

The Himachal Pradesh government on Monday decided to increase the bus fare by 25 per cent and also increased the minimum fare for the first three kilometres from Rs 5 to Rs 7, a move that was opposed by the opposition Congress which termed it “anti-people”.
The decision was taken in a Cabinet meeting chaired by Chief Minister Jai Ram Thakur.
There will be an increase of 25 per cent in the present per kilometre tariffs for all travellers beyond three kilometres for hilly and plain areas. The current ordinary bus fare in the state (before the hike) for ordinary buses is Rs 1.12 per km for the plain areas and Rs 1.75 per km in the hills. The deluxe bus fare is Rs 1.37 per km and Rs 2.17 per km in the plains and the hills, respectively, while the fare for Volvo and air-conditioned buses is Rs 2.74 per km in the plains and Rs 3.62 per km in the hills.

The Cabinet decided to increase the bus fare because of the fund crunch due to Covid-19 pandemic. This is the second hike in bus fares by the current government – in September 2018, the fares had been increased by 24.44 per cent.
The opposition Congress said that it would hit the streets if the decision was not rolled back. “This is an anti-people decision. Hike in diesel prices has already hit the people hard. Today, even bus travellers have not been spared. The Congress is not going to sit silently on such decisions,” said Kuldeep Singh Rathore, state Congress president.
Meanwhile, the Cabinet also decided to withdraw the facility of free travel in Himachal Road Transport Corporation (HRTC) buses given to MPs and MLAs within and outside the state. The facility would continue, however, for former MLAs and MPs.
It also approved the replacement of 38 ambulances in the state under the National Ambulance Service-108, the opening of a new government primary school at Lower Tharedi in Gram Panchayat Bakan in Bharmour assembly constituency, and the conversion of 34 employment guarantee scheme (EGS) instructors into Gramin Vidya Upasaks.
During the meeting, the industries department held a presentation on ‘ease of doing business’ in the state, stressing on the development of online systems for 46 services provided to the entrepreneurs. The cabinet approved the reforms.
The Cabinet also authorised the IT department to purchase 16 workstations required for an e-Cabinet.
Among other decisions, the Cabinet gave its nod to fill up three posts of junior office assistant (IT) in the prosecution department on a contract basis, and convert 771 vacant posts in the cadre of assistant librarians in the education department into junior office assistants (library).

हिमाचल सरकार ने नए नियमों के साथ सैलानियों की एंट्री खोल दी है। पर्यटन विभाग ने नये नियमों को जोड़ते हुए एसओपी जारी कर दी है। इसका सबसे ज्यादा फायदा यमुनानगर के लोगों को मिलेगी। क्योंकि जिले की लंबी सीमा सिरमौर जिले से लगी हुई है और दोनों तरफ रिश्तेदारियां हैं। लोगों को अपनी रिश्तेदारियों में जाने के लिए भी क्वारंटीन होना पड़ रहा था। अब केवल नेगेटिव रिपोर्ट दिखानी जरूरी होगी और अन्य सख्त नियमों में भी ढील दी गई है। जिसमें सबसे बड़ी पांच दिन के रहने के नियम को कम करके दो दिन किया गया है। पर्यटन निदेशक देवेश कुमार की ओर से जारी एसओपी में स्पष्ट किया है कि अगर कोई होटल आने पर कोरोना पॉजिटिव पाया जाता है तो जिस कमरे में वो रह रहा था, उसे 24 घंटे के लिए सील कर दिया जाएगा। जिन क्षेत्रों में ऐसा सैलानी 48 घंटे पहले घूमा हैं। वहां भी सैनिटाइजेशन करनी होगी। वहीं नेगेटिव रिपोर्ट भी 72 घंटे की बजाय 96 घंटे की भी मान्य कर दी गई है। वहीं दस साल से छोटे बच्चों की रिपोर्ट भी अनिवार्य नहीं होगी। हालांकि कोविड हाई लोड सिटी से आने वालों को चिह्नित करने के लिए पंजीकरण की व्यवस्था जारी रखी गई है। पंजीकरण के लिए डीसी के पास किए गए आवेदन को मंजूर होने का इंतजार नहीं करना पड़ेगा। अगर कोई व्यक्ति बिना पंजीकरण आना चाहता है तो उसका पंजीकरण सीमा पर तैनात जिला प्रशासन के अधिकारी और कर्मचारी मौके पर करेंगे। अब टैक्सी या निजी गाड़ी के चालक भी क्वारंटीन नहीं होंगे।

हालांकि हिमाचल सरकार ने राज्य में प्रवेश प्रक्रिया को कुछ सरल कर दिया है। लेकिन सख्ती अभी भी बरकरार है। पूरी जांच पड़ताल के बाद ही हिमाचल में प्रवेश दिया जा रहा है। बिना पंजीकरण और कोविड रिपोर्ट के आने वालों को प्रवेश नहीं दिया जा रहा। कालाअंब और पांवटा साहिब बॉर्डर से वीरवार को दर्जनों वाहन वापस हरियाणा की तरफ भेजे गए। सुबह 9 बजे से दोपहर 3 बजे तक पांवटा के बहराल बैरियरों पर नाममात्र के पर्यटकों ने भी प्रवेश नहीं किया। इनमें से अधिकतर ऐसे वाहन थे, जिनमें केवल गुरुद्वारा साहिब के बाहर शीश नवाने के लिए लोग जा रहे थे। वीरवार को करीब तीन घंटे की अवधि के दौरान गोविंदघाट बैरियर पर एक भी सैलानियों का वाहन नहीं पहुंचा। केवल 2 वाहन ऐसे पहुंचे, जो मुख्य गुरुद्वारा साहिब में शीश नवाना चाहते थे। एक वाहन में 4 व एक में 3 श्रद्धालु सवार थे। इन्होंने ई पास दिखाया। उधर, कालाअंब बैरियर पर भी खास चहल-कदमी देखने को नहीं मिली। बैरियर पर उत्तराखंड की ओर जाने वाले वाहनों को जाने दिया गया। जबकि कई लोग बिना पंजीकरण के पहुंचे। जिन्हें प्रवेश नहीं मिला।

Acceding to the demand of the hotel industry, the state government today issued new Standard Operating Procedures (SOPs) for hotels and guesthouses.

Even as the government has made further relaxations in conditions for allowing the entry of outsiders into the hill state, the number of tourists keen on visiting Himachal, including Shimla, Dharamsala and Kullu-Manali, is almost nil.
As per the new SOPs, the mandatory stay has been reduced to two days from five days, no Covid test is required for children below the age of 10 and a negative Covid test report of adults can be up to 96- hour old.
It has been recommended that the IT Department should have a separate category of applications under the ‘tourist category’, which must be dealt with within 24 hours, failing which it will be deemed to have been approved. The driver who will drop the tourists, whether in a taxi or a private vehicle, will be exempted from quarantine. In case of a guest testing positive, only the room occupied by him or her will be sealed for 24 hours after cleaning.
Although the government was forced to make some further relaxations in allowing free access to outsiders, including Himachalis living outside the state, the people of the state in general are in favour of proper regulations and monitoring of the entry of outsiders rather than opening the borders completely. Yesterday, a total of 15,432 persons applied on the Covid portal for registration to visit the state, of which 10,311 had been granted permission.
Sources in the IT Department, which is regulating the portal, said the total number of pending applications under various categories for entry into HP had mounted to 18,511. This was primarily due to the non-mention of one’s address, either from the place of departure or at the arrival end, which was mandatory to facilitate tracing in case anybody tests positive. Some people did not not fill the column which specified whether they were coming from a high-load area.

The highest applications (3,418) for gaining entry into Himachal have been received in Solan district, which houses the Baddi-Narotibala-Nalagarh industrial belt, followed by Una 3,039 applications, Kangra 3,217, Shimla 1,310 and Sirmaur 1,305 applications.

हिमाचल प्रदेश की सीमाओं पर स्थित बैरियरों को खोलने की मांग को लेकर मंगलवार को दून विधानसभा क्षेत्र के पूर्व विधायक राम कुमार चौधरी ने प्रदेश सरकार के खिलाफ जमकर हमला बोला।
इस मौके पर उन्होंने हाथ में तख्तियां लेकर प्रदेश सरकार तथा स्थानीय विधायक के खिलाफ नारेबाजी की। कार्यकर्ताओं व लोगों को संबोधित करते हुए राम कुमार चौधरी ने कहा कि दूसरे राज्य के साथ किसानों की जमीनें सटी होने के कारण लोगों को अपना काम करना मुश्किल हो गया है। यदि किसान अपनी भूमि में कार्य करने के बाद अपने घर लौटते हैं तो नाके पर उनसे पास मांगे जाते हैं तथा आईकार्ड के आधार पर उन्हें अपने ही प्रदेश में प्रवेश नहीं दिया जाता है।

उन्होंने कहा कि उनके धरने प्रदर्शन की खबर फैलते ही स्थानीय विधायक ने मुख्यमंत्री के साथ पुरानी फोटो सोशल मीडिया पर डाल दी कि बैरियर को खोलने को लेकर उनसे बातचीत हुई है तथा एक-दो दिन में बैरियर खोलने की बात कही है। इस पर उन्होंने आड़े हाथों लेते हुए कहा कि विधायक को उनकी धरने प्रदर्शन की सूचना मिलने से पहले लोगों की समस्या से छुटकारा दिलाना चाहिए था। उन्होंने कहा कि कालका के लोगों को ट्रक लेकर 7 किलोमीटर के स्थान पर 30 किलोमीटर का अतिरिक्त सफर तय करना पड़ रहा है। उन्होंने कहा कि यदि सरकार बैरियर पर प्रवेश खोल देती तो ट्रक ऑपरेटरों को अतिरिक्त सफर तय नहीं करना पड़ता।

उन्होंने हिमाचल प्रदेश की सीमा पर पंजाब तथा हरियाणा राज्य के साथ सटे कालूझिंडा, बगगूबाल, बद्दी, बरोटीबाला, दबोटा बैरियर को खोलने की मांग की। उन्होंने बैरियरों को खोलने की मांग को लेकर कहा कि यदि दो या तीन दिन के भीतर प्रदेश सरकार निर्णय नहीं लेती है तो एसडीएम कार्यालय के बाहर कांग्रेस अनशन पर बैठ जाएगी धरना प्रदर्शन करने के बाद राम कुमार चौधरी ने अन्य कांग्रेस कार्यकर्ताओं के साथ एसडीएम के माध्यम से राज्यपाल को ज्ञापन प्रेषित किया, जिसमें बैरियरों को खोलने की मांग की गई है।
