Advice on land purchase for building Home in Uttaranchal

Dear All

I am planning to build a second home in uttaranchal for that i am looking to buy some land. My sole purpose is to build a vacation home and a home after retirement to settle in Himalayas.....

As per my knowledge outer state person can buy max 250 sq meter in uttaranchal. Primarily i have short listed below locations like in Kumaon, 1. Nearby Mukteshwar region like, dhanachuli, Hartola, Ramgarh etc... and in Garhwal, Kanatal, nearby chamba and nearby New Tehri.

I am looking for a location which have some snowfall during winter and also which have some nearby connectivity of railway station like Rishikesh / Kathgodam and accordingly i have selected above locations.

I have contacted some of the persons who are dealing in this activity but not sure how reliable are all this since have also heard incidence of frauds where people have lost their hard earned money.
I dont have so much money to invest and will be buying land after getting loans, that's why more concerned about the reliability of land seller.

Some of my general queries:

1. which location from above is suitable considering snowfall and connectivity to nearby railway station.
2. can i purchase land in name of other family members as well like wife, father or mother apart from self.
3. any idea of appx cost of land or cheapest location from above where i can buy 250+250 sq meter with minimum budget.
4. How to ensure the free holding of land
5. any reliable sources to contact for buying land
6. appx construction cost in hill of uttaranchal.
7. any other location advice matching with my above requirements.

Mussourie / Nearby it, Kanatal etc have similar places and have nearby Plains / Railway Station and good Road Transport Connectivity.

Yes.
Depends on Loan providing company also if adding them.

Can't say rates as this is different at places.
You can try some hotels also now.
Which may be selling their premises due to the Covid-19 slow business.

4. How to ensure the free holding of land

Property Papers can be done by Architects staying at Dehradoon only or at the place nearby your place.

5. any reliable sources to contact for buying land

Try to get info on olx/ Property Websites and let it check it by Loan providing companies.
They will take care of all the papers.
LOL !

6. appx construction cost in hill of uttaranchal.

Depends on the place and location of Building Materials used.
Certainly more than cities as it is difficult to engage right people.

7. any other location advice matching with my above requirements.

Chamba may not have snowfall but upper areas may have snowfall certainly.

Snowfall depends on the severe weather of Western Disturbance.
This year it was good till March and even later for upper reaches.

Mukteshwer side is much costlier.
But you can try for other nearby places

Even ads on OLX and other property sites are of agents only not of direct seller. therefore it seems very difficult on reliability of the agent.
However if i buy some land through any agent, what is the way to re-check that property is free for sale and is available as residential plot or farm land. (not restricted by state govt.)
if any reliable sources available that would be a great help...

Planning to visit there once things are improved and feels some safety in travelling for self as well as of locals there......

Clearly ask them that you are going to have loan on it by bank.
Bank willl check all the papers to avoid any fraud or lack of papers. Bank knows and understands papers better as they have lawyers and other specialists involved.

Involve Bank in it for sure and may be for short period only even if amount is available to you for full purchase currently.

This is the safest method.
