Here is the problem. India needs more than 1.22 billion doses (Centre says 1.22 bn doses needed to inoculate people in 18-45 age group). The best India can do with Covaxine, Covishield and Sputnik are 9 million inoculations per month. At this rate, it will take over 10 years to solve the problem. Who wants an economic hit for 10 years?

Pay up India and America will provide 1.22 billion doses before November. It is good for America and good for India.

I think that is why Indian Government is not relying much on vaccination drive but opting for concept of heard immunity.
That is why Indian Government is not going for complete lock down this time but only Containment zone policy of limted lockdowns.
Rather Government is promoting events of mass gatherings like Kumbh Mela and Huge Election Rallies so that pandemic spreads exponentially and objective of Heard immunity is achived as soon as possible. Once Heard immunity kicks in, it will automatically take care of slow pace of vaccination.
