Sir, news abt road construction is correct, however doubt if shinko la can be done in winter months, hence not likely to be an all weather route.
10 years earlier, they assumed it.
It is still a dream about All Weather Road.

It is not easy to go on this road in summers or during monsoon Season as Water Level is still high enough and No Bridges make it worse for a 2 wheeler. You have to be on a Mule /Horse only.
LOL !
Only weather when ou can go is low water with some cold weather like September last / October first week is ideal time.


Only sentiments don't work.
You need luck, technology and many other things too.
Check fate of Zozilla Tunnel.
It is even not started yet after tender work was final and all were ready to do the job !

A tunnel was planned for Sinku La..however it is yet to see the light of the day..it will take not less than 10 more years to have a proper road and bridges for smooth ride

Major problem as discussed earlier is weather which allows to work only for 3-6 months.
Facilities can't reach on time due to weather.
People need to move freely.
No one can give 6-9 months stranded at a place with basic food, work etc.
Communication is also difficult here on mobile.

Resources must be in rich quantity to start and keep the job work running.

yes, thats the basic reason but still the administration can pump in more money, manpower and machinery to expedite the works

Darcha to Padum in July 2020. 5 riders on RE Himalayans (4 from NZ and 1 from the UK). What can we expect in the way of road conditions on this section? Will 3 days be enough time to cover Darcha all the way to Kargil, with a bit of time to sight see? Many thanks in advance.

You have to wait for the opening time declaration and some may try earlier can guide from both sides.

It may not be easy to go on this route in July like September 2019.

Can't predict now about what will be the conditions in July.
What role administration is going to play is very important to open this route.
Cant say any thing about administration's step.
Landslides at places may block roads at places.

Water will be more in streams with more current.
No administration can do anything till bridges are made on these streams to cross in easy way.
