It has been put into effect. EPCA isn't there to recommend, it implements things. Also odd-even is likely going to be implemented soon as well, if the pollution levels do not come down.

If Parking charges are quadrupled ... it might be economical to let driver continue driving around rather than Park. To Hell with Pollution level.

I already see a huge problem on Metros.
DMRC does not keep 50 or 100 coaches as spare parts. The purchase is synchronised with expansion of Metro. So I already see massive crowds pushing each other. Adding just 1 coach to each train is not a real solution. A better solution would be to have a frequency of 1 min between trains which is possible since next phase of Metro is an automatic system with no driver on board. Otherwise it will be worse than the Mumbai local service.
OR
Change school academic system of holiday to Nov Dec or Oct Nov instead of Jun Jul.

The govt does not want to take responsibility to tackle the polltion which in this season is due to crop husk burning in these 2 to 3 months.
Telling farmers not to burn it is no solution and it is passing the buck to someone else who are the poorest.
Solution is that govt set up power generation plants that use crop husk and garbage to generate power and pay the farmers to bring crop husk to these power generation plants cause after all we will be paying for the power generated.
But govt is not doing that.

Sir let’s not forget, these are bandage solutions, because all the forms of governance (from Municipal to Center) has failed to take any serious actions against the pollution.

As for DMRC, they are really going to struggle and couple that with the fact that they clearly do not give a hoot about maintaining their infrastructure, they can’t even vacuum the dust off of the steps of Rajiv Chowk Metro Station, forget about open metro stations. There are technical faults on a regular basis, because neither they have enough trained staff to take care of it, nor is there a willingness to be accountable for those faults and delays.

Farmers not only want money to take the husk out of their land, but also want the companies to take it from them i.e. deal with logistics, they also want to be paid for it, around Rs. 40,000 an acre!

Government vehicles ( Bus, PWD Trucks etc. ) are most polluted and there is no control on it. Over-loading vehicles are still running freely with just paying extra amount to govt. There is proper cleaning of roads with huge jams which added to pollution. There is easy approach to put fine or ban on poor peoples which they will not object. What Government has done special to avoid pollution ?
