New Delhi, February 10

The National Highways Authority of India on Wednesday said it has decided to do away with the requirement of maintaining a minimum amount in FASTag wallet.
The move aims at ensuring seamless movement at electronic toll plazas.
“In order to increase the FASTag penetration to ensure seamless movement of traffic and to reduce avoidable delays at the toll plazas, NHAI has decided to remove the mandatory threshold amount for the FASTag account / wallet, which was paid by the user in addition to the security deposit for the passenger segment (Car/Jeep/Van),” NHAI said in a statement.
It said issuer banks were unilaterally mandating some threshold amount value for the FASTag account/wallet, in addition to the security deposit amount.
As a result, many FASTag users were not allowed to pass through a toll plaza, in spite of having sufficient balance in their FASTag account/wallet, the statement said adding this was resulting into unwanted hassles and avoidable delay at toll plazas.
It has been decided that the users will now be allowed to pass through the toll plaza, if the FASTag account/ wallet balance is non-negative, the statement said.
After crossing the toll plaza, if the account balance becomes negative, the bank can recover the amount from the security deposit, which should be replenished at the time of the next recharge by the user, it added.
With more than 2.54 crore users, FASTag contributes 80 per cent of the total toll collection. Daily toll collection through FASTag has crossed Rs 89 crore mark.
As payment on toll plazas through FASTag will become mandatory from February 15, 2021, National Highways Authority of India is targeting to achieve 100 per cent cashless tolling at the toll plazas across the country. PTI

The central government earlier reportedly extended the FASTag deadline for the vehicles in India from January 1, 2021, to February 15, 2021. The Union Ministry of Road Trasport and Highways (MoRTH) had issued a notification in November 2020, making FASTags mandatory for all vehicles from January 1, 2021.
The FASTags have also been made mandatory for the registration of new four-wheelers and are being supplied by the automakers or the dealerships. A valid FASTag will be required for obtaining new third party insurance from April 1, 2021.
To reduce vehicular traffic at the toll plazas, the Government of India (GOI) has mandated all toll plazas, pan India, to make toll payments electronic. With this mandate, all vehicles traveling through toll plazas will have to mandatorily pay toll charges using FASTag.

What is FASTag?
FASTag is a simple to use, reloadable tag which enables automatic deduction of toll charges and lets you pass through the toll plaza without stopping for the cash transaction. FASTag is linked to a prepaid account from which the applicable toll amount is deducted.
The tag employs Radio-Frequency Identification (RFID) technology and is affixed on the vehicle's windscreen after the tag account is active.

What are the charges for FASTag:
FASTag has a one-time fee of Rs. 200, a Reissuance fee of Rs 100, and a refundable security deposit of Rs 200. (Note: The security deposit may vary depending on vehicle type.)
The MRP of Paytm FASTag is Rs.500 (inclusive of all taxes).

Documents required for FASTag:
You will also have to furnish the original vehicle registration copy for the purpose of tag issuance. After its issuance, the tag will get activated and ready for use within 24 to 48 business hours.
Make sure to recharge your Paytm account/wallet a minimum of 30 minutes before driving through a toll plaza.

The Ministry had mandated fitment of FASTag in M&N categories of motor vehicles with effect from January 1, 2021.
The government on Sunday said it has made FASTags mandatory from February 15 midnight and any vehicle not fitted with it will be charged double the toll at electronic toll plazas across the country.
The Ministry of Road Transport & Highways in a statement said it has decided that all lanes in the fee plazas on National Highways shall be declared as ‘FASTag lane of the fee plaza’ from midnight of 15th/16th February 2021.

“Therefore, as per NH Fee Rules 2008, any vehicle not fitted with FASTag or vehicle without valid, functional FASTag entering into the FASTag lane of the fee plaza shall pay a fee equivalent to two times of the fee applicable to that category,” the statement said.

The Ministry has clarified that this has been done to further promote fee payment through digital mode, reduce waiting time and fuel consumption, and provide for a seamless passage through the fee plazas.

The Ministry had mandated fitment of FASTag in M&N categories of motor vehicles with effect from January 1, 2021.
Category ‘M’ stands for a motor vehicle with at least four wheels used for carrying passengers. And Category ‘N’ stands for a motor vehicle with at least four wheels used for carrying goods, which may also carry persons in addition to goods.

Ministry of Road Transport & Highways makes it clear that there would be no more extension of the deadline
Finally, the Ministry of Road Transport & Highways (MoRTH) has issued orders making FASTag compulsory at all toll plazas from the midnight of February 15, 2021 across the country.
In a communication on Sunday, the MoRTH said: “Now, to further promote fee payment through digital mode, reduce waiting time and fuel consumption, and provide for a seamless passage through the fee plazas, it has been decided that all the lanes in the fee plazas on National Highways shall be declared as ‘FASTag lane of the fee plaza’ w.e.f midnight of 15th /16th February 2021.”
Therefore, as per NH Fee Rules 2008, any vehicle not fitted with FASTag or vehicle without valid, functional ‘FASTag’ entering into the ‘FASTag lane’ of the fee plaza shall pay a fee equivalent to two times of the fee applicable to that category, the order said.
With the Ministry giving clarity that there would be no more extension of deadline, now it is mandatory that all the lanes on the toll plazas including those in Telangana would be FASTag enabled only. The regional office of NHAI in Hyderabad has jurisdiction of 21 toll plazas. Authorities have made arrangements to set up at least 8-10 Point of Sales on either sides of the toll plazas.
EXPAND
According to the NHAI authorities in Telangana, 70 percent of the vehicle users affixed the tags on their vehicles. These FASTag stickers are available from either the banks or the point of sales opened at the Toll Plazas. Although the government wanted to make it mandatory from December 1, it was later put off till January 1 and finally February 15. The officials of Telangana are hopeful that the balance of 30 per cent vehicles without FASTags would comply with the latest orders. The standard operating procedure issued last month had clearly stated that the ETC infrastructure at the plazas should be fully operational and top class and any normal FASTag vehicle will be able to cross the Toll Plaza within three seconds without stopping at all. Hand-held readers are strictly prohibited except in temporary toll plazas.

The authorities have also prohibited back and forth movement of vehicles to adjust FASTag reading. CCTV feed would be checked to verify this and strict penal action would be taken against the concessionaire if such activity is noted, the guidelines pointed out. A relief that will come to the vehicle users is if the ETC is not working, free pass will be given to the valid FASTag holders.

The government has made it mandatory for all four-wheeled vehicles across the country to have FASTags starting February 15 midnight. The ministry of road transport and highways has decided that all lanes in the fee plazas on national highways shall be declared as ‘FASTag lane of the fee plaza,’ according to a statement.
Any vehicle not fitted with FASTag or vehicle without valid, functional FASTag entering into the FASTag lane of the fee plaza will be charged double the toll at electronic toll plazas, according to NH Fee Rules 2008.

Here’s everything you need to know as FASTag becomes mandatory from tonight
*FASTag, which was first introduced in 2016, has been made compulsory to promote fee payment through digital mode, reduce waiting time and fuel consumption, and provide for a seamless passage through the fee plazas.
*The ministry of road transport and highways had mandated fitment of FASTag in M&N categories of motor vehicles with effect from January 1, 2021.

*What are categories M and N? - Category ‘M’ stands for a motor vehicle with at least four wheels used for carrying passengers while category ‘N’ stands for a motor vehicle with at least four wheels used for carrying goods, which may also carry persons in addition to goods.

*How it works? - FASTag uses radio-frequency identification (RFID), which enables automatic deduction of toll charges at NHAI toll plazas. The tag must be linked with the motorists’ adequately funded prepaid or savings or current account. After the tag account gets active, the motorists can affix the tag on the windscreen of their vehicles. It enables them to drive through toll plazas, without having to stop to pay.

*No deadline extension- Union transport minister Nitin Gadkari has made it clear that the deadline for implementation of FASTag would not be extended further, and the vehicle owners should immediately adopt the e-payment facility. “The government had extended the FASTag registration date limit two-three times before and it would not be extended further. Now, everybody should immediately buy FASTags,” he said on Sunday.
*Gadkari told reporters that FASTag registration has gone up to 90% on some routes and only 10% people are left. FASTag is also available on toll nakas and people should purchase and use it for seamless traffic, he said at the Nagpur airport.
*Complaints- Some motorists on Maharashtra’s Sion-Panvel highway have complained that despite having balance in their accounts, they were not able to pay the toll and end up paying cash while a few others said that even as they make the payment through FASTag, the process takes a longer time, resulting in traffic snarls on the busy highway.
