Nikon L830 has 4 second dedicated mode to get this type effect. Try it.

To be specific that would be the "Fireworks Mode". Make sure that your camera is mounted on a tripod or some kind of support and use a self timer to avoid any further shake.

Dada, How can we take same picture in day light. If I shoot up highest aperture (22f) and slow down shutter speed then also I got the white image. It was too bright.
