I will be traveling from Hong Kong to India overland, via South East Asia. I will enter India through Manipur. I want to travel to Nagaland from there. I am wondering how I will get the Inline permit for Nagaland from Manipur. Is it possible to get it beforehand as well???

You can not obtail ILP for Nagaland from anywhere in Manipur.
You can get from New Delhi, Guwahati,Kolkata,Shillong.
