As YS mentioned, all these places have JK Tourist Banglow, mostly empty, walk in and secure a room, unless you are looking for more rooms?

Sankoo have few other private guest houses as well

I doubt there is phone service in Rangdum.
Dont worry,Rangdum has developed and there are multiple options for stay apart from JKTDC.

Hi Tanveer,posting the names of few stay option at Rangdum.Info is provided by a FB friend who visited Rangdum few days back.

1.Dorji's home stay & many other home stay
2..Nun-Kun Hotel, Rangdum. very good places for Rs 300/400 per person
3.Tashi’s Panzi La dhabas one of the few dhabas located next to the police station in Juldo.
Will inquire about toilet issue further from him.
