Can't confirm this is valid for 2017 as new forms have different fees.

I am planning for leh ladakh in may end by kargil route , I have RE 350 model 1975 bike is in good condition ,Do i need ILP for Nubra valley,Pangong lake,Tso moriri, Any problem to get permit for old model(43 years) of Bike

You will need ILP, since it has been reintroduced for Indians last year. You won't be able to take your motorcycle from Manali to Leh, since Rohtang permit aren't issued for vehicles older than 10 years. However, you wouldn't face any issue while traveling from Leh to Manali, since you don't need permit for that journey.
