That is true:

The snow clearing work on the strategic 475-km National Highway-21 that connects Manali in Himachal Pradesh to Leh in Jammu and Kashmir has started, an official said Wednesday.

The highway has been closed since Dec 10 last year after heavy snowfall.

"The snow clearing work on the Manali-Leh highway started yesterday (Tuesday) from Gulaba near Manali," S.K. Doon, Commander of General Reserve Engineering Force's (GREF) 38 Task Force, told IANS.

The GREF is a wing of the Border Roads Organisation (BRO) that maintains the highway.

"We are trying to re-open the Rohtang Pass, the gateway to Lahaul and Spiti district, by mid-April. But this depends upon weather conditions," he said, adding the road to Kothi, 13 km from Manali, has been re-opened to traffic already.

Fresh snow in Manali region

Manali, March 4
The tourist town of Manali and its adjoining region experienced fresh spell of snow today while the lower parts of the region were lashed with rain leading to a sharp fall in the day temperature.

The entire upper Manali region has been covered with a thick white blanket. The snowfall, which started this morning, continued till the filing of this report.

Traffic on the Manali-Rohtang road was disrupted at several points beyond Nehru Kund, 5 km from here, today. Due to fresh layer of snow on the road motorists had a tough time driving from Nehru Kund to Palchan.

Commander, 38, BRTF, SK Doon said due to fresh snowfall, snow-clearing operations on the Manali-Rohtang Pass road were also disrupted. He said the Border Roads Organisation (BRO), which was clearing snow between Gulaba and Rahla fall, had to stop work and the snow-clearing team had to bring all snow-clearing equipment to the lower camp.

Meanwhile, hundreds of tourists who had come to Manali from nearby plains to enjoy snow were delighted to see the fresh snowfall. A festive atmosphere again prevailed in the town, as tourists were seen enjoying in the snow and making snowmen and riding on yak.

Thanks for important update.
Hopefully it is in good condition by june end so we take the ride again.
Last year it was soo painful but than also leh makes u forget all the pain once u complete the journey its all memories that you think about...

Any idea if the road on the other side of Rohtang pass has been laid or not. It was too bad last year. I remember there were large chunks of rocks coming out of the road. That stretch till the riverbed was a pain in the A@@

It was not there at all, mostly pebbled roads. but they were lying fresh road from Keylong, so should have progressed alot.
