दिल्ली की सड़कों पर रात 11 बजे के बाद ट्रैफिक पुलिस गायब हो जाती है। इसका नतीजा ये होता है कि रात को वाहन बेलगाम हो जाते हैं। यही वजह थी कि इंडिया गेट हादसा सामने आया। ट्रैफिक पुलिस न होने की वजह डंपर बेलगाम हो गया था।

डिवाइडर से टकराने के बाद स्पीड होने की वजह से डंपर इस तरह बेकाबू हो गया कि उसने पिता-पुत्री की जान ले ली। ड्राइवर ने ब्रेक दबाने की बजाय एक्सीलेटर दबा दिया। डंपर इस कदर अनियंत्रित हुआ कि चालक रमन का हाथ स्टेयरिंग में फंसकर टूट गया।

दिल्ली ट्रैफिक पुलिस की नई दिल्ली रेंज के एक वरिष्ठ पुलिस अधिकारी ने बताया कि नई दिल्ली इलाके में बड़े व्यवसायिक वाहनों के प्रवेश पर प्रतिबंध है। केवल वही वाहन नई दिल्ली इलाके में प्रवेश कर सकते हैं जिनके पास नो इंट्री में प्रवेश करने की अनुमति हो। अधिकारी ने बताया कि सड़कों पर रात 11 बजे के बाद ट्रैफिक पुलिस नहीं रहती है।

ट्रैफिक पुलिसकर्मी अपनी ड्यूटी पूरी कर घर चले जाते हैं। ट्रैफिक पुलिस में कर्मियों की कमी है। इस कारण ट्रैफिक पुलिसकर्मी रात के समय सड़कों पर बहुत कम ही तैनात होते हैं। अधिकारी ये जब ये पूछा गया कि इंडिया गेट हादसे के आरोपी डंपर चालक रमन के खिलाफ ट्रैफिक पुलिस क्या कार्रवाई कर रही है, तो अधिकारी ने कहा कि स्थानीय तिलक मार्ग थाना पुलिस आरोपी चालक के खिलाफ कार्रवाई कर रही है।

कुछ ट्रैफिक पुलिसकर्मियों ने बताया कि राजधानी में रात को ट्रक व डंपर बेकाबू हो जाते हैं। इनकी स्पीड बहुत ज्यादा होती है। रात में ट्रैफिक सिग्नल भी काम नहीं करते हैं। इस कारण सड़क दुर्घटना की संभावना ज्यादा रहती है।

ट्रैफिक पुलिस के एक अन्य अधिकारी ने बताया कि रात को कुछ खास जगहों पर ही ट्रैफिक पुलिसकर्मी तैनात होते हैं। वह भी देर रात अपने घर चले जाते हैं। स्थानीय थाना पुलिस भी वाहनों को रोकने या फिर उन्हें नियंत्रित करने के लिए कुछ नहीं करती हैं।

चालक ने ब्रेक की बजाय एक्सीलेटर दबाया
रात को डंपर की स्पीड बहुत ज्यादा थी। मानसिंह रोड पर छोटे से डिवाइडर से डंपर का अगला पहिया टकरा गया था। इस कारण डंपर अनियंत्रित हो गया था। अनियंत्रित होने के बाद डंपर सीधी तरफ मुड़ गया था। चालक रमन ने डंपर को नियंत्रित करने की कोशिश की, मगर उसने ब्रेक दबाने की बजाय रेस दबा दी। इससे डंपर और ज्यादा अनियंत्रित हो गया था।

डंपर के मालिक की तलाश कर रही पुलिस
इंडिया गेट हादसे के बाद पुलिस डंपर मालिक की तलाश कर रही है, मगर दूसरे दिन भी पुलिस को मालिक नहीं मिला। फिलहाल डंपर मालिक गोल्डी नाम का व्यक्ति है और उसने ही रमन को डंपर पर चालक रखा हुआ था। नई दिल्ली जिला पुलिस अधिकारियों के अनुसार, डंपर लोन की किस्त न भरने की वजह से बैंक द्वारा उठा लिया गया था। पुलिस अब सेक्टर-7, नोएडा स्थित कोटक महिंद्रा बैंक से संपर्क साधकर डंपर के असली मालिक का पता कर रही है। चालक रमन ने बताया कि वह डंपर को किदवई नगर से नई दिल्ली होते हुए कमला मार्केट ले जा रहा था।

चालक को कोर्ट ने नहीं दी जमानत
हादसे के बाद चालक रमन को इंडिया गेट पर ही लोगों ने पकड़ लिया और तिलक मार्ग थाना पुलिस के हवाले कर दिया था। तिलक मार्ग थाना पुलिस ने चालक के खिलाफ सड़क दुर्घटना और लापरवाही से हुई मौत का मामला दर्ज कर मंगलवार को कोर्ट में पेश किया था। कोर्ट ने आरोपी को जेल भेज दिया है। कोर्ट ने रमन को जमानत नहीं दी है।

पुलिस डंपर की मेकेनिकल जांच कराएगी
नई दिल्ली जिला पुलिस अधिकारियों का कहना है कि डंपर की मेकेनिकल जांच कराई जाएगी। जांच में ये पता लगेगा कि डंपर के अनियंत्रित होने के कारण क्या थे।

नया मोटर व्हीकल एक्ट लागू होने के बाद बीमा कंपनियों के ऑफिस और प्रदूषण जांच केंद्रों में लोगों की भारी भीड़ लग रही है। प्रदूषण जांच केंद्र संचालक लोगों की मजबूरी की फायदा उठाकर 100 रुपये के बजाए 200 रुपये शुल्क ले रहे हैं। कई केंद्रों में यह मामले सामने आ रहे हैं।

एआरटीओ अरविंद पांडे कहना है कि अवैध वसूली करने वाले केंद्र संचालकों के विरुद्ध कार्रवाई की जाएगी। बता दें कि एक सितंबर से नए एक्ट में सभी वाहनों के लिए प्रदूषण प्रमाण पत्र अनिवार्य हो गया है।

दस हजार रुपये कर दिया गया है फाइन
पहले प्रमाण पत्र न होने पर एक हजार रुपये का फाइन लगता था जो अब बढ़कर दस हजार रुपये कर दिया गया है। अभी उत्तराखंड में नया जुर्माना लागू नहीं हुआ है, लेकिन लोग इससे बचने के लिए बीमा व प्रदूषण जांच कराने लगे हैं। देहरादून में 19 जांच केंद्र ही हैं। इसलिए केंद्रों के बाहर लंबी कतार दिखाई दे रही हैं। जांच के लिए 70 से 100 रुपये शुल्क देना होता है, लेकिन कुछ केंद्रों पर 200 रुपये शुल्क लिया जा रहा है।

उत्तराखंड में अगर आपने मौके पर चालान भुगतकर राशि जमा करा दी तो पुराने जुर्माने के अनुसार राशि देनी होगी, लेकिन चालान अगर कोर्ट भेज दिया गया तो आपको नए जुर्माने के अनुसार ही राशि देनी पड़ेगी। यह व्यवस्था प्रदेश में नया एक्ट लागू होने तक रहेगी।

In a bid to reign in arrogant traffic violators, Delhi Transport Dept will be penalizing those who try to intimidate traffic cops with ‘tu jaanta hai mai kaun hu‘.

Sources from traffic dept say that the fine for such a violation is Rs. 25000 and will be applicable in Delhi only.
“We have got complaints from our cops that many violators try and get away by flaunting their connections. Some even try and intimidate our personnel with ‘tu jaanta hai mera naam. ek phone lagaunga toh tera transfer ho jayega’. We have introduced this fine to reign in such people,” said a senior traffic official.
Many experts say that this new fine itself is enough to pull the country out of the current economic slump. “The fine will provide fiscal stimulus to the economy. I think if this move is strictly implemented, the Finance Ministry will not have to reduce GST rates anywhere,” opined a Economic Expert.
The aforementioned fine evoked mixed reactions from Delhi citizens. Many high ranking officials and politicians thought such a fine was draconian, especially for a city like Delhi.
“Throwing your weight around and getting past ‘thullas’ by flaunting your contacts is quintessential Delhi. It’s part of our culture. What is the Govt trying to do? Tear apart Delhi’s cultural fabric. Govt should seriously reconsider this move. Else it would cause a lot of resentment,” said a politician who didn’t wish to be named.
A newspaper article even reported that residents of the city are finding it difficult to deal with the new set of fines. Many now under tremendous pressure to control the urge to flaunt their political connections, are showing signs of depression.

नई दिल्ली, जेएनएन। paperless driving possible in India: महीने की शुरुआत यानी एक सितंबर से देशभर में संशोधित मोटर वाहन अधिनियम (motor vehicle act 2019) के प्रभावी होने के बाद ट्रैफिक नियमों का उल्लंघन करने पर वाहन चालकों पर भारी-भरकम जुर्माना लगाया जा रहा है। जुर्माने की कड़ी में लापरवाही में फंसे दिल्ली-एनसीआर के ही तीन लोगों का चालान क्रमशः 23,000, 24,000 और 35,000 रुपये किया गया है। बता दें कि लापरवाही के चलते स्कूटी सवार दिनेश मदान नाम के शख्स का चालान 23,000 रुपये तो गुरुग्राम (सुभाषनगर) के रहने वाले जयनारायण को 24000 रुपये का चालान और तीसरे ऑटो ड्राइवर का चालान 35000 रुपये किया गया है। ये तीनों ही मामले दिल्ली से सटे गुरुग्राम के हैं, लेकिन तीनों ही मामलों की चर्चा देशभर में हो रही है। इस स्टोरी में हम आपको बता रहे हैं कि आप जरा सी सावधानी और डिजिलॉकर (DigiLocker) या फिर एमपरिवहन एप (M-PARIVAHAN APP) का इस्तेमाल करें तो ऐसे चालान और झंझट से मुक्ति पा सकते हैं।

डिजिलॉकर और एमपरिवहन एप करें डाउनलोड

इसके तहत बिना किसी परेशान के इस सुविधा का लाभ उठाने के लिए वाहन चालकों को अपने स्मार्टफोन में सबसे पहले डिजिलॉकर और एमपरिवहन एप को डाउनलोड करना होगा। इसके बाद आगे की प्रक्रिया के तहत साइनअप करने के लिए अपना मोबाइल नंबर दर्ज (Mobile Number Enter) करना होगा। इस प्रक्रिया के पूरा होते ही आपके मोबाइल फोन पर एक ओटीपी (One Time Password) आएगा। इस ओटीपी को एंटर करके सत्यापित (verified) करना होगा। फिर इसके अगले चरण में लॉगिन करने के लिए अपना यूजर नेम और पासवर्ड सेट करना होगा। इसके बाद आपका डिजिलॉकर अकाउंट बन जाएगा। इसके बाद तय नियम के तहत आपको अपने आधार नंबर को प्रमाणित करना होगा। इसके बाद आधार डेटाबेस में पूर्व में दर्ज मोबाइल नंबर पर एक ओटीपी आएगा। इसके बाद ओटीपी को एंटर करने के बाद आधार प्रमाणित करने की प्रक्रिया पूरी हो जाएगी। इसके बाद आपका डिजिलॉकर अकाउंट बन जाएगा। अब इसमें अपने आधार नंबर को प्रमाणित करिए।

डिजिलॉकर की खूबी

डिजिलॉकर बनते ही आप अपनी आरसी (certificate of registration), लाइसेंस (License) और इंश्योरेंस (Esurance) की कॉपी डाउनलोड कर सकते हैं। ऐसा करने के बाद आपको यह सब चीजें अपने पास रखने के झंझट से मुक्ति मिल जाएगी। इतना ही नहीं, कहीं भी ट्रैफिक पुलिस को आप जरूरत पढ़ने पर ये सभी कागजात डिजिलॉकर की मदद से दिखा सकते हैं। इसके अलावा, अन्य स्थानों पर भी जरूरत पढ़ने पर इसका इस्तेमाल कर सकते हैं।

आखिर क्‍या है डिजिटल लॉकर

गौरतलब है कि डिजिटल लॉकर अथवा डिजिलॉकर (Digital Locker या Digi Locker) एक तरह का वर्चुअल लॉकर (virtual locker) है। इस सुविधा को खुद प्रधानमंत्री नरेंद्र मोदी ने चार साल पहले जुलाई 2015 में लॉन्‍च किया था। यह अलग बात है कि इससे जुड़े नियमों को 2017 में नोटिफिाई किया गया था। इसके बाद परिवहन मंत्रालय की ओर से कहा जा चुका है कि एक बार लॉकर में अपने डाक्‍यूमेंट अपलोड करने के बाद उन्‍हें अपने पास हर समय रखने की जरूरत नहीं होती है। संबंधित अधिकारियों मसलन परिवहन विभाग और यातायात विभाग के अधिकारियों के मांगे जाने पर आप इसे दिखाकर अपना काम चला सकते हैं। अधिकारी को इसे मान्‍यता देना होगा, क्योंकि सरकार इसे मान्य करार दे चुकी है।


सेफ रहता है डिजिटल लॉकर

यहां पर बता दें कि यह सुविधा मोबाइल फोन पर उपलब्ध होते ही आप कहीं भी और कभी भी अपने डॉक्युमेंट्स इसके जरिए जमा कर सकते हैं। इतना ही नहीं, डिजिटल लॉकर स्कीम में हर भारतीय एजुकेशनल, मेडिकल, पासपोर्ट और पैन कार्ड डिटेल्स को डिजिटल फॉर्म में रख सकता है।

वहीं, मोबाइल फोन में एमपरिवहन एप में गाड़ी के मालिक का नाम, रजिस्ट्रेशन की तारीख, मॉडल नंबर, इंश्योरेंस की वैधता आदि जानकारी रहती है। ऐसे में वाहन चालकों किसी तरह के कागजात को साथ में लेकर चलने की जरूरत नहीं होती है। इसे भी सरकार की ओर से मान्यता हासिल है।

परिवहन मंत्रालय दे चुका है सहमति
परिवहन मंत्रालय पहले ही कह चुका है डिजिलॉकर और एमपरिवहन एप पर मौजूद दस्तावेज की इलेक्ट्रॉनिक कॉपी को वैध माना जाएगा। केंद्र सरकार ने राज्यों के परिवहन विभागों और ट्रैफिक पुलिस को इस संबंध में निर्देश देते हुए कहा था कि वे सत्यापन के लिए दस्तावेजों की ऑरिजिनल कॉपी न लें।

गौरतलब है कि एक सितंबर से लागू नए नियम के तहत हेलमेट नहीं पहनने या सीट बेल्ट नहीं लगाने वालों पर 1,000 रुपये का जुर्माना लगाया जाएगा जो कि पहले 100 रुपये था जबकि बिना ड्राइविंग लाइसेंस के गाड़ी चलाने वालों पर 5,000 रुपये तक का जुर्माना लगाया जा सकता है या तीन महीने की जेल हो सकती है

Vehicle owners do not need to carry physical copies of their driving licences (DL) and registration certificates (RC) since the Union transport ministry, last year, asked states to facilitate acceptance of driving licence and other documents including vehicle registration certificates in electronic format.

Driving licences and vehicle registration certificates can be produced through mobile apps such as DigiLocker and mParivahan.
This would not only save you from the apparent hard work of carrying the hard copies of your driving licence and vehicle registration certificate, carrying documents in apps like DigiLocker and mParivahan also helps you in avoiding the hefty amount of fines imposed for not carrying the documents.

HOW TO STORE DIGITAL COPIES OF DOCUMENTS ON DIGILOCKER
If you're looking to store your driving licences or vehicle registration documents in the DigiLocker app, install the DigiLocker app from either Google Playstore or iOS App Store.
Once you have installed the application, enter your details and log in to the application using an OTP-based verification process. If you already have an account, sign in.

DigiLocker targets the idea of paperless governance
Once all the verification process is done, you can upload and store a picture of your licence or vehicle registration certificate on the application interface.

HOW TO STORE DIGITAL COPIES OF DOCUMENTS ON MPARIVAHAN APP
mParivahan application is a government app for all-India RTO vehicle registration number search. Those looking to store their documents on the mParivahan app, install the app from either the Google Play Store or iOS App Store to search your RC and DL details.
You can search for any vehicle registration certificate or a driving licence after putting in the details at the top of the app.
If you want to save your documents on the mParivahan app, you will have to register yourself. If you have registered, go to the user section and sign in. To sign in, enter your mobile number and click on "login". You will again receive an OTP for the same.

Provides transport service access to citizens through a mobile-based application
If you have not registered, enter your mobile number to register yourself. You will receive an OTP for verification.
To save the documents, go to "My RC" section, enter your registration number and click on the search button. It will then ask you to enter the last four digits of your challan number and the engine number of your vehicle.

Enter all the details and click on "Verify and Get Details". You will be able to see your details on the dashboard.
To save your driving licence, go to the "My DL" section and enter your driving licence number and date of birth which is mentioned in your DL.
The app will then fetch your driving licence details and save its digital copy.

The past few days have seen a lot of buzz around the updated Motor Vehicles Act as well as the new traffic rules and hefty challans it now includes. Delhi traffic police has issued an advisory to all its personnel regarding the same.

All the unit in-charge have been advised to sensitise their staff to follow traffic rules.
Delhi traffic police personnel will have to shell out twice the penalty if they are caught flouting rules under the new Motor Vehicles Act .

In an order issued on Tuesday, it has been specified that “any authority that is empowered to enforce the provision of this Act shall, if such authority commits an offence under this act, be liable for twice the penalty corresponding to that offence under this act”.

All the unit in-charge have been advised to "brief and sensitise their staff to follow traffic rules and regulations in true letter and spirit whether riding or driving police vehicles or their own private vehicles."

The provisions of the new Motor Vehicles Act has been implemented in many states of India from the start of this month. Following the implementation, there have several reports of heavy fines imposed on violators across the country.

Yesterday, Gurugram traffic police issued a 'challan' of Rs 59,000 to a tractor trolley driver for multiple violations.

Earlier on Tuesday, a scooty driver was fined Rs 23,000 and an auto driver was served a Rs 32,500 challan by the Haryana police.

नए ट्रैफिक रूल्स लागू होने के बाद जहां आम लोगों का नियम तोड़ने पर जमकर चालान काटा जा रहा है, वहीं ट्रैफिक पुलिस उल्लंघनों के बावजूद पुलिस वालों पर कार्रवाई नहीं कर रही। गुरुवार को जगन्नाथपुर थाना क्षेत्र में भुसुर टीओपी में पदस्थापित सैप का सूबेदार वसूली की नियत से सुबह- सुबह सिविल यूनिफार्म में वाहनों की जांच करने लगा। वहीं, दोपहर में अलबर्ट एक्का चौक पर अचानक दो पहिया वाहनों पर पीछे बैठे बिना हेलमेट पहने सवारों का चालान काटा जाने लगा। जबकि वहीं पर ट्रैफिक रूल्स तोड़ने वाले पीसीआर जवानों का चालान नहीं काटा गया। जिससे अलबर्ट एक्का चौक पर पकड़े गए दो पहिया वाहन चालकों ने हंगामा कर दिया। उन्हें खदेड़ने के लिए पुलिस को हल्का बल प्रयोग भी करना पड़ा।

जगन्नाथपुर मंदिर जाने वाले रोड पर निकला था वसूली को जवान

गुरुवार की सुबह जगन्नाथपुर मंदिर जाने वाले रोड पर भुसूर टीओपी में पदस्थापित सैप का सूबेदार और खुद को टीओपी का प्रभारी बताने वाले कौशल किशोर ठाकुर अपनी बाइक से ही बिना हेलमेट बाइक चला रहे लोगों को पकड़ने निकल पड़े। लेकिन जब पकड़े गए लोग इसका विरोध करने लगे और वहां से गुजरने वाले लोग भी जमा हो गए और पूछने लगे कि बिना वर्दी में आप कैसे जांच कर रहे हैं तो पहले वे झिझके। फिर उनपर भारी पड़ने की कोशिश करने लगे। लेकिन कुछ वाहन चालकों ने इसकी जानकारी तुरंत हटिया डीएसपी को दे दी। यह देख ठाकुर वहां से खिसक लिए। इधर, इस मामले में हटिया डीएसपी प्रभात रंजन बरवार ने जांच रिपोर्ट एसएसपी को भेज दी है।

पुलिस वालों का चालान नहीं कटा तो हुआ जमकर हंगामा

अलबर्ट एक्का चौक पर सुबह से ही जांच अभियान ट्रैफिक डीएसपी के नेतृत्व में चलाया जा रहा था। 100 से अधिक दो वाहनों को अचानक इसलिए पकड़ा गया था क्योंकि उनके साथ पीछे बैठ लोगों ने हेलमेट नहीं पहना था। नए एमवी एक्ट लागू होने के बाद दो पहिया वाहनों पर दोनों को हेलमेट पहनना अनिवार्य कर दिया गया है। नहीं तो जुर्माना लगेगा। ऐसे वाहन चालकों का चालान काटा ही जा रहा था कि वहां पुलिस की पीसीआर पहुंच गई। पीसीआर के ड्राइवर ने सीट बेल्ट नहीं बांध रखा था। पकड़ाए लोगों ने पीसीआर के चालक का भी चालान काटने को कहा। लेकिन ट्रैफिक पुलिस ने नहीं काटा। इसका वाहन चालकों ने विरोध किया और हंगामा करने लगे। उन्हें हटाने के लिए पुलिस को हल्का बल प्रयोग करना पड़ा।

अलबर्ट एक्का चौक पर एक बाइक चालक का कटा 18 हजार का चालान

रांची|गुरुवार को ट्रैफिक पुलिस की ओर से अलबर्ट एक्का चौक पर बड़े पैमाने पर जांच अभियान चलाया गया। जिसमें एक बाइक सवार युवक को 18 हजार रुपए का चालान काटा गया। विगत तीन दिनों में यह रांची में सबसे अधिक राशि का चालान है। चालान बाइक संख्या जेएच09एस-4181 का काटा गया। एमवी एक्ट की धारा 180 अनधिकृत रूप से उपयोग के लिए 5000, धारा 194 सी पिलियन राइडर के पास हेलमेट नहीं रहने के लिए एक हजार, धारा 190(2) प्रदूषण सर्टिफिकेट नहीं होने को लेकर 10 हजार और धारा 196 के लिए दो हजार कुल 18 हजार रुपए का चालान काटा गया। जिस बाइक का चालान काटा गया वह अभिषेक कुमार के नाम पर निबंधित है। इससे पहले बुधवार को दो बाइक सवारों को 13-13 हजार रुपए का अधिकतम चालान कटा था।

If steep fines for traffic violations are not enough, the Motor Vehicles (Amendment) Act 2019 also permits the suspension of a first offender’s licence for a period of three months, if the transport department deems fit.
Ranchi traffic police department on Thursday shot off a letter to the Ranchi district transport department, recommending the driving licences of as many as 203 people be suspended for three months. These traffic offenders were all caught and fined for violating various traffic rules, including not wearing helmets, under the amended motor vehicles Act from the evening of September 3, when it was enforced in the capital.
However, now the district transport department has to take a final call on the suspension of the licences. Offenders can approach the department, pleading against their licence suspension by promising they would not violate traffic rules in future.
Asked about this double jeopardy, Ranchi traffic superintendent of police Ajit Peter Dungdung explained: “The amended Act, in section 19, has the suspension provision. Now, fine and suspension of licence can go hand in hand. The person whose licence has been suspended will have to also undergo a driver’s refresher training course.”

The traffic SP added that they had prepared a list of people caught violating traffic laws from the evening of September 3 to Wednesday night.
Once the suspension of the driving licence is decided, the transport department will inform the person (driver). If the licence is issued from other district (outside Ranchi in this case) or state, the district transport department will write to the transport officer concerned to suspend the licence.
If the vehicle owner is found driving during the tenure of suspension, he will have to pay Rs 10,000 as fine. If the vehicle concerned is found out on the road during the tenure, being driven by someone else, that person has to pay up Rs 5,000.
Offenders are being fined for traffic rule violations such as jumping traffic light, driving without helmets, lacking insurance papers or pollution certificate, riding a two-wheeler with two or more pillion-riders, overloading, driving in defiance of one-way or without wearing a seat belt, among others.



Biker ire at cop

A plainclothes policeman who attempted to fine a biker without a helmet on Thursday morning near Mausi Bari roundabout under the Sector II outpost of Jagannathpur police station was subjected to the youth’s anger. In-charge of Sector II outpost Kaushal Kishore Thakur, in regular clothes, chased the bike and stopped the rider. The youth did not realise Thakur was a policeman and asked why he was being accosted. When Thakur said he was a cop, the youth said why a cop without uniform or helmet could harass a commuter without a helmet. As Thakur and the youth lost their cool, the driver of a passing car stopped and apparently asked why he (Thakur) was being so rude. An enraged Thakur allegedly took the man’s ignition key. A crowd assembled on the spot. Finally, Hatia DSP Prabhat Ranjan Barwar had to intervene. The DSP said he started a probe on why the issue took such a serious turn.



Double penalty

Transport commissioner Praveen Kumar Toppo on Thursday wrote to all traffic SPs DTOs and DSPs asking them to sensitise officials to follow traffic rules as in case they violate any rule, penalty would be double for them.
