can this be a freeze or does it have to be panning?

Depends on whether or not the image is able to project a sense of motion. If it does not i.e. subject looks absolutely still, then no.

Yogesh, take this pic for example. Motion is evident, but its not panning. (I am not going into the competition, posting just for example )

That photo would be fine, since the water droplets do convey a sense of motion.

I guess the best option would be to just post the photograph you feel best matches the theme.
