Following is strictly my opinion, but formed out of working in Govt service for 19 years and I have seen and ridden many many bullets. I was thinking of giving this post a miss but couln't help it. Nobody took the bait in two days. I am irritated with the idea that army/Govt auctioned bullet is the best option.

I cannot but agree with you more. The usage and classification from Class I to Class V and thereafter disposal- is time and odometer bound by formula.
There are no 'pre-1968' Bullets in the Army today, save what are maintained by Units as memorabilia.
Whatever is disposed as Class V, thereafter gets scavenged by organized gangs in ASC Depots and ALL salvageable parts are well, salvaged, and replaced with crap parts from the local markets.
These are the same Bullets that are then auctioned off, and sold again on the roadside.
All said and done, its very difficult to explain and more difficult to expect someone to listen to what Ram and I are saying, and there IS a market for these auctioned bikes.
Just for the record- the last known sale- from a dealer who picked up bikes in auctions- a reasonable working (means only engine starting moving in 1st gear) bike would sell for between 12-15K.
