I got my passport renewed here in the U.S. The new passport is valid for 10 years and carries a new Passport number. ...
This is a new passport issue. It is not a 'renewal'.
Police verification only applies to Indians who are in India at the time of application. The idea is to prevent anyone with a criminal case leaving/fleeing from the country.

Sirji. We got couple of passports in the family renewed as expiry was approaching. The new passports were in different address, but same city. The PSK guys marked "no police verification required" and said they go for police verification only if
1. they suspect hanky panky
2. The old passport was from a different PSK jurisdiction.

This information is as off October 2014!

Am really sorry for replying back so late.

I went to the PSK with my Aadhar card, driving license, PAN card, rent agreement (that has my father's name on it), my father's passport and bank statement of a private bank where I held an account.
However, I was sent back and had to return the next week.
My mistakes - I only took a part of the Aadhar card with me (the size of the visiting card that you can cut out from the strip that you receive)
The next week, I took the whole Aadhar card and that was enough. No other document was required.

I am surprised that you let yourself be bullied. I would have raised hell there itself and demanded to meet the Passport Officer.
You are supposed to cut out the credit card sized aadhar card from that long leaflet that they send.
And what a shame it is that our dismal country cannot still issue standard plastic cards like the whole world does!

I was initially told to return in a week with the Aadhar leaflet and a state bank account passbook (an account that according to them I was supposed to get operational within that week).
I then met the Officer there discussed the issue with him. He said it's fine if I don't have a state bank account but still demanded the Aadhar leaflet. He reasoned that the credit card sized Aadhar card doesn't have "Date of issue" printed on it (the leaflet does) and he needed some proof that I was living at my current address for over an year (although that will be verified by the Police later).

Hmm, clearly this country cannot do anything right!
Crores of rupees have been wasted on this monumental project and it still does not do the job!

In point of fact the Aadhar number is all that is needed for anyone to get all your details. There is also a barcode that they probably cannot read! Shame!

Re-issuing Mother's passport - Address proof required

Me and my family recently got relocated and my mother's passport is about to expire.
The address on her passport is quite old, we have shifted more than once since then. (Lived at last place for 5 years, at the address on her passport - long back)
Living on rent and not being listed on voters' list, we don't have many proofs.
All I have is
• Telephone bill (current address) on my father's name.
• State bank passbook of my mother's account (address updated last week)
• Gas connection (HP gas) (on my father's name)
• Aadhar card (old address)
• Father's passport (old address)
I was thinking of getting the address updated on her Aadhar card. Any idea how much time it could take?
Please help, am clueless...​

I think the current address (along with the bank passbook) and mention of two previous residences (with references) should do the job.

Ask your local police station if they can issue a police clearance certificate (required for obtaining a visa for some countries). There is a standard format and they charge a fee for this service. This certificate would have your current address mentioned in it.
