Do you mean airside transit visa? Not all countries require you to have one, if you have an onward flight to catch.

I guess in case of international flights, starting from Chennai, Mumbai or Kolkata would work out to be cheapest. Of course it isn’t really going to be cheap, flying across the world.

Incidentally, flights from the Capital (New Delhi) are cheap, because New Delhi it seems has a lower Airport Usage Charge for planes. (Not sure of the right terms though, but quite what I infer). Comes to around Rs.3 lakhs max, if one can get the tickets right. Just hopping and going on direct flights. If one can get into more hopping, including Malaysia/Singapore or HongKong, fares get cheaper still. But that takes up some 6 hours more and creates lots of Visa issues. That's as much, I have done. Lots more to do..
