Snow Vacation with Family

I am planning to do family trip, parents over 50. This will be first hand snow experience for them. I am looking for Manali, Dharmshala or Dalhousie as they are closer to major airport Chandigarh as well as rail connectivity.

Things I am looking for:
  1. Relax vacation, chilling at awesome sight work for us.
  2. Good road condition. Mother get sick while travelling on bad roads.
  3. Must Snow fall even if little. Of course, no guarantee but if we have more chances of snow.
  4. Major attraction not required, good with less crowd.
I was thinking for December 1st - 2nd week (preferred duration), to north of Manali.
Are there good stay options in Solang valley / Marhi, as there is probability of snow, or should I plan for later months?

Only Western Weather Disturbances bring snowfall.
No Guarantee of time and place.
It can be at night in dark or in day early morning or in evening.
You have to check weather updates and if a big and bad weather warning is issued,
good chances of snowfall will be there.
Some people are lucky if they see snowfall even now also.
There is no such place where you can't face anything bad and can see snowfall sureshot.
Even now, Rohtang is able to see Snowfall with traffic disruptions and people stuck on road.

Manali is better bet.
At Solang you can see snowfall if weather is perfect.
However Manali is safe with parents as Market is also nearby.
Be at Manali as safer place.
Go only whenever there is No Weekend (Friday/Saturday/Sunday).
If weather gets bad better stay at such a place where you can get Food easily.
Bad weather cuts electricity & Communication Points too for some or many days.
Roads also open after 2-3 days after weather gets clear.

You can't go to Marhi in winters. They will stop you at Gulaba Check Post itself.

If they are stopping at Gulaba. That mean we can witness snow and couple of snow activities for sure.
