Tawang itinerary

Hello,
We are planning a trip to Tawang in March. We have planned below itinerary:

13th March : Land in Gauhati at 9am, travel to Tenga, stay overnight
14th March : Tenga to Tawang
15th March : Tawang local
16th March : Tawang to Zemithang, night stay in Zemithang
17th March : Zemithang to Tawang via Sungester Lake
18th March : Tawang to Dirang, overnight stay in Dirang
19th March : Dirang to Tezpur, overnight stay in Tezpur
20th March : Tezpur to Dimapur

I need help on below points :
1. Any travel agency/person that can help me with an Innova for the entire trip (Gauhati to Dimapur)
2. Is it allowed to stay in Zemithang overnight in current situation
3. Is it possible to go to Zemithang in the same cab or I need to hire another cab from Tawang
4. For which all places I will need ILP. I was checking eILP site and couldn’t find any other place besides Tawang to apply for

Note : Tenga and Dimapur are in itinerary to meet friends and family.

2. Is it allowed to stay in Zemithang overnight in current situation
- Yes & No. It is quite tricky actually. As of now, it is closed.
3. Is it possible to go to Zemithang in the same cab or I need to hire another cab from Tawang
- Tricky again. But yes, local cab not required.
4. For which all places I will need ILP. I was checking eILP site and couldn’t find any other place besides Tawang to apply for
- As of now eILP has been discontinued until further notice.

Only select operators can get it offline, from Tawang & Bomdila.

Hello Guru (@hackernewbie ), thanks a lot for quick response. I was checking the eILP site (ILP Arunachal Pradesh), I am getting below notice :

I don't see anything mentioned about non issue of eILP. Do you mean to say except Tawang I can't apply for any other place through eILP?
Also when I am trying to apply for eILP, get below Pop Up :
