Initially FE shown on the meter is higher and then it gradually reduces, not sure of the reason.
IMO, I have found the reason stated above.

MID calculates Avg FE in correlation with the tank capacity. Fuel used divided by number of KMs clocked.
Hence, difficult to increase it when tank is going empty.

INST FE displays the fuel consumption right at that very moment depending on how hard/sane are you driving.

Regarding filling the tank to brim, it seems it will never happen in Tiago!
Stated capacity is 35 ltrs, but once it gulped down 2+ ltrs over and above the 35 ltr capacity. I panicked and asked the attendant to stop.

Also, when the fuel dispensing nozzle cuts-off automatically it takes in 3-3.5 ltrs easily and with some efforts it takes another 2.5 ltrs

Even after these experiences, I didn't saw the petrol resting at the brim level.

It would be very surprising. I mean, you are saying you could fill 37L?

And obviously tank always has 3-5L left even if it is in blinking state.

It could be like bajaj pulser, claimed 15L but people can fill 18 or above.

IIRC, when I refuelled it was showing some 75KMs for DTE which means there was 5+ ltrs of fuel in tank. And I panicked when it was eager to gulp even after 32 ltrs.

As a practice, I always request pump attendant to fill at minimum speed of dispensing nozzle. I feel this helps in reducing the air-pocket inside tank and fuel pipe. Even in WagonR, I experienced it many times. Cab owners confirmed it that the way they shake their car back and forth & up and down ( :D ), it helps in filling more fuel in their cars.

*Update of Fuel Tank Capacity*

Last weekend I topped it up to actual brim, after which car refused to take in any further even after shoving it left-right!

Last 3 dots were there on meter, that clearly means about 14 litres fuel was there in tank. The nozzle cut-offs automatic after pouring 21+ litres.
Then I asked attendant to gradually pour in more petrol. Pump was almost empty in afternoon, and me and attendant had plenty of time.

It drank another 10+ litres of petrol!!! :amused:
He was giving me an example of a regular customer whose Duster gulps down diesel of over 700 rupees, after first cut-off.
My tiny car also gulped down more than 720 bucks of petrol, after first cut-off!

I was a bit tensed for few KMs that I am carrying fuel much higher than rated capacity (45 instead of given 35 ltrs) and it should not be a problem of any sort.
As of now, it has ran some 120KMs and the meter is still showing full tank!

14 litres, over top up [I assume this as extra fuel, Did I get it wrong?]. Fuel that is too much of Tiago tank capacity.
I have not gone beyond 5 litres in my Terrano.

No.
It was 10 liters above the stated capacity!
