Western Disturbance only decides where it will snow.
However you can see snow on higher hills / peaks only.
    However No Guarantee on roads.
Hope it will snow around 15-16 December as predicted.
Can't say of next 2 weeks time.

Check Gangotri side, Chakrata side, Munsiyari side also it is possible to see snow on peaks.

Snowfall can only be properly predicted a few days before it actually happens, hence if your only goal is to witness snowfall. Then there is no point coming up with an itinerary at the moment.

Evening before you’re about to start for the trip, check weather and weather prediction and head wherever it is taking place, be it Himachal or Uttarakhand.

    Roads are good.
Motorable at almost all open places.
Just keep eye on shadow areas for Black Ice.

Roads are mostly open in UK when there is No Snow.
Only during snowfall, you need to take more precautions.
Major places have few Guest Houses also open.

You have only 27 th December to roam around.
Auli is best place to roam whole day.
    Views are very good.
    Enjoy there.
If want to roam around Joshimath it will also take much time in daylight on roads nearby if weather is clear.
